In France the movement towards open access received significant institutional support from the beginning. For example, two major research organisations were among the initial signatories of the Berlin Declaration.
The French situation is characterized by the outstanding role, at national level, of the HAL open archive, as well as several publicly funded initiatives in favour of open access publishing in the humanities and social sciences.
Common policies are currently defined and starting to be implemented within the framework of the BSN (Digital Scientific Library) programme, launched by the Ministry of Research and Higher Education.
MedOANet is likely to give additional impact to these developments.

En France le mouvement du Libre accès a reçu depuis le début un soutien institutionnel important. Ainsi deux organismes de recherche majeurs ont été parmi les premiers signataires de la Déclaration de Berlin.
La situation française est caractérisée par le rôle prépondérant joué, au niveau national, par l’archive ouverte HAL, de même que par plusieurs initiatives, financées sur fonds publics, en faveur de l’édition en Libre accès dans les sciences humaines et sociales.
Des politiques communes sont actuellement définies et commencent à être implémentées dans le cadre du programme de la BSN (Bibliothèque Scientifique Numérique), lancé par le Ministère de l’enseignement supérieur et de la recherche.
MedOANet va probablement avoir un impact supplémentaire sur ces développements.

In Greece Open Access to research has been enabled mainly through EU and national funding for digitization projects during the last decade. The last five years have witnessed the development of institutional repositories and open access journals. Today, approximately half of the Greek universities run repositories. Lately, alongside the development of infrastructures, coordinated action is being taken for the implementation of such open access policies amongst research performers and research funders that will secure the practice of open access, especially to publicly funded research. MedOANet facilitates the implementation of these policies at the national level.

Στην Ελλάδα η Ανοικτή Πρόσβαση συνδέεται άρρηκτα με έργα ψηφιοποίησης συγχρηματοδοτούμενα από την Ευρωπαϊκή Ένωση κατά την τελευταία δεκαετία, μέσω των οποίων διατίθεται μεγάλος όγκος επιστημονικού περιεχομένου. Τα τελευταία πέντε χρόνια έχει γίνει πρόοδος και στην ανάπτυξη ιδρυματικών αποθετηρίων και επιστημονικών περιοδικών ανοικτής πρόσβασης. Σήμερα, περίπου τα μισά πανεπιστήμια διαθέτουν αποθετήριο. Παράλληλα με την ανάπτυξη υποδομών γίνονται συντονισμένες κινήσεις και για την ανάπτυξη πολιτικών Ανοικτής Πρόσβασης στους φορείς χρηματοδότησης και διεξαγωγής έρευνας, οι οποίες θα διασφαλίσουν πραγμάτωση της Ανοικτής Πρόσβασης , ιδιαίτερα στη δημόσια χρηματοδοτούμενη έρευνα. Το έργο MedOANet συμβάλλει στη διαμόρφωση πολιτικών ανοικτής πρόσβασης σε εθνικό επίπεδο.

Open Access in Italy is strongly supported by the Open Access working group within the Conference of Rectors of Italian Universities, and thanks to the commitment of people involved in repositories and OA journals management. In the past five years, repositories and journals had a slow but steady growth: half of Italian universities have an IR, while journals grow of 43% each year, on average. Italian involvement in European projects on Open Access definitely contributed on raising awareness on the importance of OA, and on the need to act at a National level to promote and apply OA policies.

In Italia l’Open Access è sostenuto dalle attività del gruppo di lavoro sull’Open Access in seno alla CRUI e dall’impegno delle persone coinvolte nella gestione di repository istituzionali e riviste OA in atenei ed enti di ricerca. Negli ultimi cinque anni si è assistito alla crescita, lenta ma costante, del numero di riviste e di archivi ad accesso aperto: circa la metà degli atenei italiani è dotata di un IR, mentre il numero delle riviste vede un incremento del 43% annuo. La partecipazione dell’Italia a progetti europei sull’OA ha contribuito sicuramente ad aumentare la consapevolezza dell’importanza dell’accesso aperto, e della necessità di attuare e consolidare politiche sull’OA a livello nazionale, un processo che il progetto MedOANet può facilitare.

Open Access has been growing and consolidating in Portugal since 2003. RepositóriUM of UMinho was the first step. Since 2008, RCAAP (Open Access Scientific Repository from Portugal) has promoted the creation of repositories at research institutions (currently, RCAAPportal aggregates 35 repositories and more than 100 000 documents). Blimunda, started in 2010, helped the definition of self-archiving policies by publishers and their integration in the SHERPA/RoMEO (116 publishers with OA policies). At international level, through UMinho, Portugal has been partner in a range of FP7 OA projects such as: DRIVER II (2007), NECOBELAC (2009), OpenAIRE (2009), OpenAIREplus (2011) e MedOANet (2011).

Desde 2003 que o Acesso Abertotem vindo a crescer e consolidar-se em Portugal. A criação do RepositóriUM, na UMinho, foi o primeiro passo. A partir de 2008, o Repositório Científico de Acesso Aberto de Portugal (RCAAP)promoveu a criação de repositórios nas instituições científicas (presentemente 35 repositóriose mais de 100 000 documentosagregados). A Blimunda,iniciado em 2010,facilitou a definição de políticas de auto-arquivo pelos editores científicos ea sua integração no SHERPA/RoMEO (116 editores com políticas de AA). Ao nível internacional, através da UMinho, Portugal tem sido parceiro em diversos projetos de AA financiados pelo 7º PQ da CE entre os quais: DRIVER II (2007), NECOBELAC (2009), OpenAIRE (2009), OpenAIREplus (2011) e MedOANet (2011).

The Spanish New Law of Science, launched in June 2011, established a national legal mandate on Open Acces. Following the new law, all public research organizations are bounded to create open access repositories. Moreover, publicly funded researchers are required to publish their research articles in open access repositories, no later than twelve months after the official date of publication in a scientific journal. The law also states that the public electronic version can be used in the evaluation process of scientific production. Besides, a few Regional Governments, such as Asturias and Madrid, have their own regional mandate on open access. Also, there are Universities and public research centers with institutional OA mandate. Spain has an extensive network of institutional repositories (45 in total), grouped on the platform collects, that meet international guidelines for interoperability. This guarantees that green road OA mandates can be implemented.

En España, el acceso abierto a las publicaciones científicas está recogido en el artículo 37 de la nueva ley de la ciencia (Ley 14/2011, de 1 de junio, de la Ciencia, la Tecnología y la Innovación). La ley establece que los agentes públicos del Sistema Español de Ciencia, Tecnología e Innovación crearán repositorios de acceso abierto a las publicaciones de su personal de investigación. Por su parte, los investigadores cuya actividad esté financiada con fondos públicos habrán de publicar en repositorios de acceso abierto una versión digital de los artículos aceptados para publicación no más tarde de doce meses después de la fecha oficial de publicación. La ley también establece que la versión electrónica pública podrá ser empleada en los procesos de evaluación de la producción científica. Además del mandato nacional existen mandatos regionales en algunas Comunidades Autónomas como Asturias o la Comunidad de Madrid. También existen universidades y centros públicos con mandato de acceso abierto. España cuenta con una importante red de repositorios institucionales (45 en total), agrupados en la plataforma Recolecta, que cumplen con las directrices internacionales de interoperabilidad.
